UN Released And Approved New Monitoring Details For New Urban Agenda

The group of countries that oversees the U. N.’s lead agency on cities have given it a preliminary green light to begin coordinating implementation of a global 20-year urbanization strategy — although that approval won’t go into effect until a highly anticipated assessment process concludes later this year.

Meeting last week at the Nairobi headquarters of UN-Habitat, the national governments that serve on the agency’s Governing Council agreed on a two-year, USD 500 million budget for the global body, as well as a work plan to guide its urban efforts through 2019.

The Governing Council, which functions as a board, also outlined a new monitoring framework for the 20-year strategy, called the New Urban Agenda. In adopting multiple resolutions, national governments laid groundwork that will enable UN-Habitat to advise countries and cities on how to plan, finance and regulate urban development, as well as track global progress toward the New Urban Agenda.

“This Governing Council has been a step forward in the implementation of the New Urban Agenda,” said UN-Habitat Executive Director Joan Clos, who was the agreement’s chief architect.

Calling the meeting, which drew 900 people to the Kenyan capital, “the beginning of a new period for UN-Habitat as a more efficient, effective and accountable organization”, E. U.diplomat Sebastian Gil said the agency will soon be “fit for its role in the implementation of the New Urban Agenda”.

Response to critiques: Climate scientists versus climate data

Not surprisingly, John Bates’ blog post and David Rose’s article in the Mail on Sunday have been receiving some substantial attention.

Most journalists and people outside of the community of establishment climate scientists ‘get it’ that this is about the process of establishing credibility for climate data sets and how NOAA NCDC/NCEI have failed to follow NOAA’s own policies and guidelines, not to mention the guidelines established by Science for publications.

In this post, I go through the critiques of Rose/Bates made by NOAA scientists and other scientists working with surface temperature data. They are basically arguing that the NOAA surface temperature data sets are ‘close enough’ to other (sort of) independent analyses of surface temperatures. Well, this is sort of beside the main point that is being made by Bates and Rose, but lets look at these defenses anyways. I focus here more on critiques of what John Bates has to say, rather than the verbiage used by David Rose or the context that he provided.

Statement on President-Elect Trump's Selection of OK Attorney General Scott Pruitt As EPA Administrator

WASHINGTON, D.C. - The Energy & Environment Legal Institute (E&E Legal) President Craig E. Richardson issued the following statement regarding Oklahoma Attorney General Scott Pruitt reported selection as President-Elect Trump's U.S. Environmental Protection Agency (EPA) Administrator: 

"We are delighted with President-elect Trump's selection of Oklahoma Attorney General Scott Pruitt to head the EPA.  Mr. Pruitt has led the charge in recent years to confront head on the enormous federal regulatory overreach proposed by the EPA as epitomized by the Clean Power Plan and Waters of the U.S. rule.  As a litigator, he also understands how environmental fringe groups like the Sierra Club and the NRDC – who are bankrolled by renewable energy tycoons like Tom Steyer and George Soros – use the state and federal court systems to essentially create new laws through such schemes as 'sue & settle.'  

It is also reassuring that President-Elect Trump has chosen someone from the state ranks, particularly a state so important to energy production, since it's the states and their citizens who are suffering the most by this Administration's out-of-control EPA.  

We encourage Mr. Pruitt to gear up for battle since draining the EPA swamp will be met with the utmost resistance from an entrenched and well-funded green industrial complex. Finally, we strongly encourage him to add a deputy administrator to his team who has significant EPA experience, who shares the President's vision, and can protect that vision from a hostile agency staff."

When Quality Doesn’t Count

A response to peer reviewed article “Quantifying expert consensus against the existence of a secret large-scale atmospheric spraying program.”

Recently a ‘peer reviewed’ article titled “Quantifying expert consensus against the existence of a secret large-scale atmospheric spraying program” (Christine Shearer, 2016) was published by Environmental Research Letters in an attempt to “establish a source of objective science that can inform public discourse” in relation to a secret large-scale atmospheric spraying program according to the authors Christine Shearer (Department of Earth System Science, University of California & Near Zero, Carnegie Institution for Science), Mick West (MetaBunk.org), Ken Caldeira (Department of Global Ecology, Carnegie Institution for Science) and Steven J Davis (Department of Earth System Science, University of California & Near Zero, Carnegie Institution for Science).


To anyone familiar with peer reviewed papers and data collection processes the poor design of the article and corresponding questionnaires[1], [2] is immediately apparent; most notably the use of non-scientific terms and ambiguous wording[3] that is liable to generate social desirability bias[4] within respondents. For example the use of the term “secret large-scale atmospheric spraying program” or “SLAP” rather than using familiar scientific terms e.g. geoengineering, solar radiation management etc. Let’s break it down.

Secret [5]
  • kept hidden from others : known to only a few people
  • keeping information hidden from others
Large Scale [6]
  • involving many people or things <Their equipment is suitable for large-scale production.>
  • covering or involving a large area <a large-scale map>
Atmospheric [7]
  • the whole mass of air that surrounds the Earth
  • a mass of gases that surround a planet or star
  • the air in a particular place or area
Spraying Program [8]
  • a plan of things that are done in order to achieve a specific result
Therefore it is reasonable to conclude answers submitted by respondents pertain only to a “Secret” “Large Scale” “Atmospheric” Spraying “Program”, thus excluding such things like geoengineering, solar radiation management, albeado modification, atmospheric climate intervention or even “known” large-scale atmospheric spraying programs etc.
